TALPA as a part of our community has been following and admiring the work that is being performed by our top organization IFALPA. All released documents, press releases, briefing leaflets serve our community and improving aviation safety and they should remain so.
The last Briefing Leaflet 21ATSBL01 includes some expressions way beyond its scope. TALPA has received quite a number of reactions from its members that the following sentence in the background paragraph clearly shows Turkey as an unlawful occupant of Northern Cyprus.
“Following the 1974 invasion of Cyprus by Turkey, the administration in the occupied part of Cyprus (unrecognized by the United Nations) established, in 1977, the “Ercan Advisory Area” monitored by “Ercan” station.”(21ATSBL01)
Changing the following sentence in background paragraph of the superseded leaflet 11ATSBL01 is another question mark too.
“Following the 1974 invasion of Cyprus by Turkey and the establishment of a separate Northern State on the island (though one not recognised by the United Nations), the Administration of Northern Cyprus established in 1977 the “Ercan Advisory Area” monitored by “Ercan Control” for air traffic control covering the northern part of the Nicosia FIR/UIR and parts of the south- western section of the Ankara FIR/UIR.” (11ATSBL01)
Turkey had used her guarantor rights based on the international agreements on Cyprus in 1974. International negotiations still continue on the status of the island.
It is our belief that such subjects should be out of the focus of our community but the flight safety. TALPA and its members expect IFALPA to modify Briefing Leaflet 21ATSBL01 accordingly to emphasize only the safety related issues without being a part in international disputes.
